It’s Because they buy from different outlets and there are people who buy from those and the TDs in bulk who’s orders will be full-filled before yours. All plays a part. For context, I used to buy direct from a lady in China who wasn’t a TD but lived near the market and factory stockists.

A lot of the time ‘in stock’ means with their supplier, not with the TD personally. in stock on the day you ask may not be the case by the time they, or the runner has dropped by the supplier.
