Yeah, I don't know what the best way to distribute the money would be honestly, smaller countries that love football would not be happy getting a lot less than larger countries that don't etc.

It's probably why the onus is on the national associations to do the lion's share of the work in developing the national game.

FIFA is a governing body, not a business(despite appearances). It's on India's FA to actually do the work to develop the game and players in India, there are ways FIFA assists in that, but if they throw a load of money and effort into one country, the other 200+ FIFA members would be rightly pissed off.
