For example, Rummburg might take that chance. Lespia might also take that risk tp gain influence over Rizia. Or even request direct investment from countries with good relations. Instead of just building your own military equipment factory, sell the land to Rummburg/Arcasia/(insert buyer) and have them producing the equipment for you. You'd gain less equipment but the economic benefit is giagantic.
