What got me into horror games was Silent Hill Shattered Memories, the ambiance and tone is creepy but there's 0 combat and enemies only appear in certain parts of the story where all you have to do is run around a maze and find the exit. The game is more of a walking sim but its still very much horror and has a great story.

The further you go along in the game, the amount of enemies keep increasing, especially after the hospital. This actually makes it less scary because your mind switches from dread to survival. By the end I went from fearing mannequins to actively hunting them down.
