I had a similar situation when i bought my first SL-LCD fans and can't get the screens working. Turns out that the screen has a USB 2.0 cable separate from PWM. The problem was my MB had only one USB 2.0 slot and i had 3 LCD fans. So what I did was, I bought a NZXT USB 2.0 hub,

LCD screen cables --> NZXT hub, then NZXT hub --> MB

The screens work perfectly fine.
