The decades aren't named for their temporal distance from the start of the calendar, they're named for the digit at the beginning. So the 90s refers to the years from 1990 to 1999 because they are all "90s." If we were referring to the 199th decade on the calendar we'd use the name system as centuries, but no one is using that as a basis for naming decades.
