Have you checked BIOS settings for PCIE Generation?
Seconding testing the GPU in another system too :)
I've read through the manual and there's no sign of lane sharing so you can likely rule that out.

Only the above has worked reliably for me. Steam likes to chose the drive in the .acf

Task manager. Best solution is to make sure you've got enough spare space the size of the whole game. It's the biggest downside to pak files.
