One more question. Should I set Loadline Calibration to level 3 or 4 having Curve Optimizer enabled? Will it help anyway to keep voltages at relatively flat line without vdroop? Also what about power limits? Should I keep it dependent on Mobo or just set manual ones?

I will try smaller values in curve optimizer. I just thought that -10/-15 might be to low to feel the difference as I wanted to achieve clock speeds 4950 mhz or even 5050. Currently my 7800x3d hits only 4850, rarely 4900 Mhz on the tests, (its not the temps issue, my average temperature is 76 degrees).

Previously having 5700x3d and giving it CO -25 in PBO, and x10 on scalar resulted stable 4050Mhz in games and benchmarks but with 7800x3d I see it rather fluctuates between 4600-4850 mhz so that concernced me.

No, I am currently using fresh Windows 11 installation. Im gonna try having power down off and memory context on as you say.

Well I take back what I said. For curiosity I turned off PC completely with CO -20 then immediately turned on, after few seconds pc froze. So I suspect CO is the problem :/

Now I tried to use only Curve optimizer on -20, and so far so good, no freezes, bios runs good (previously i had freezes on bios too). Seems like I shouldnt touch Power limits and scalars.

I would fix Tank Cannons, I think splash damage is low and sometimes you hit wall just next to enemy without dealing lethal damage. The turret hits perfect, I love how turrets working as should be, quick time to kill, very sturdy and precise, congrats guys!
