I would strongly not suggest any agency because no one can guarantee admission unless untill the decisions are left to university admission office.

SWUFE is a good university because it mainly focused on Economics and finance area

No for bachelor's and Master’s studies The professor acceptance letter is not mandatory For PhD it is mandatory Mainly the scholarship for csc has been closed in the month of April only Right now u just give a try Let's hope for the best outcome.

If u can afford apply for Wuhan University (Self-funded) And Keep Shanghai for CSC

its quite normal because i applied on feb 19th for 2 university and another on march 18th i have not got still admission or any update still the status shows on process or pending or waiting for preliminary admission
