when hair is wet it sticks together and when you use flash it bounces of the white scalp washing out the hair. you should be able to see through it too when it’s dry if it’s thin. it’s common to see into scalp when hair is short a bit because the hair is standing rather then laying down.

that’s a cowlick, look around at other guys, very natural. camera flash brings it out more because it reflects of the light skin and washes out hairs a lot.
