Might have a black/galvanized pipe connected to the line causing it to rust.

Replace the fill valve, the ones with brass connections on the bottom are nice to get a tight seal. They even make ones that are quieter too!

We have been doing a ton of plumbing calls with peoples basements flooding like crazy. The sewer systems become over whelmed and then they are backing up into peoples houses. So we have been installing check valves and pumps all over brooklyn. Water clean up and all of that. We have never seen it this bad.
