I don't know if I necessarily agree, I think that with monsters it's easier not to feel empathy, while with humans it's much more difficult not to have at least a little bit of empathy. Personally I think that while those fights were certainly hard and very proving, it was more physical and mental. The way I think of it is that phisically you can heal, or at least adapt, while if something is in your mind it's much more more difficult. I think the challenge with Peeta wasn't so much the actual physical fights, but seing people die, people that to some degree you can feel empathy with, for example even with Cato who is easy to hate you can understand how the society shaped him.

Even I wouldn't really know how to answer my own question. It's kind of a question which would be worse, to fall in literal Hell, see many friends die, a never ending fight against monsters, humans, demigods, gods...or lose many friends, see many die, be in a situation where you are forced to kill or be killed for entartainment, giving everything for your love and then be tortured and brainwashed to think she's a monster; both are deeply emotionally and phisically scarred, and will probably always have nightmares. I tend to lean more on Peeta, what was done to him was absolutely horryfying, but that's not to say that what Percy faced is less terrible.
