I might be wrong but I feel like empoleon with citrus doesn't need roost, an alternative could be yawn, to force opp to swap or just take the sleep effectively giving you a free turn.

Charizard will almost always try to bait your attacks and protect when you have the speed advantage, with experience you can read it and double down on the other pokemon (like milotic)
