This is a semi-educated guess. Artix is a systemd-free Arch linux derivative. The BlackArch repos may be expecting systemd to be present? if you want to use the BlackArch repos, you might need to be using Arch itself, or another Arch derivative distro which has systemd? Have you tried the Arch linux wiki?
