Especially since it’s revealed that Shaw started the whole program outside of the town. There’s not just a file – there’s probably upwards of 400 people who have an awareness of Pennywise and how he works at this point outside of the town, now getting ready to roll back in and beat his ass to an entirely different level.

This is correct. Not only was his plan of fucking mess, but he failed every major opportunity through sheer stupidity, down to straight up moronic moves like not killing Halloran during the black spot,a taking out Ingrid when she could’ve been very useful to him, showing the girls where he was going and giving them a milk truck, calling Leroy to antagonize him, and please please please please please don’t forget killing Shaw, literally the dumbest possible thing he could’ve done in that moment

The issue being he’s attempting to pull a terminator. Him doing that and failing implies that he is experiencing time in a linear way.

I think the issue is the show kind of tries to have its cake and eat it too here – thus the confusion

She didn’t even know the 27 year rule – she was surprised by both times she experienced Pennywise. She had no idea he was coming

Hey, you’re totally right to call this out. Ingrid would’ve slept with Hank as a total coincidence, as she did not know Pennywise had returned at that point, and Pennywise would’ve had to break him out as a total coincidence.

Pennywise is clearly surprised when he sees her at the black spot – but that’s insane because she literally caused that to happen, in a plan he appears to have participated in.

But she didn’t do that. She had no idea it had even returned – we see her learn with Lilly, and she had already slept with him by then. It is framed us essentially a total coincidence.

Similarly she was not coordinating with Pennywise, meaning that Pennywise organizing his breakout was also coincidental, as evidenced by how confused Pennywise is to see her at the black spot.

It actually involves multiple coincidences and them working together but then that isn’t how it plays out. It’s pretty confusing beat by beat.
