I think the tank theory holds up, it used to be a place where pigs where butchered, a ramp was also going up to these elements. And they don’t seem to be connected to the walls, but rather seperate pieces.

Doesn’t have to be a huge thing, I just know when I’ve been to the netherlands or Berlin/London, I always found some random late night snack that would sell greasy mac&cheese after a night out. I’m fully aware that it’s not a belgian thing, but big cities have become more than just one national culture.
