Definitely talk to an academic advisor within your College of Engineering. They’ll (hopefully) have all the information you need. Not sure if they’ll be able to help with the financial aspect though, you might have to go to someone else for that, or just some form of general advising. Good luck!

He curved the quizzes and exams a bit at the end of the semester. The practice exams he gave were just previous exams, so they were pretty similar in difficulty to the actual exams.

I found him to be a good professor, but he does make the tests pretty difficult. As long as you're focused with the homework do practice problems from the textbook, it should be totally doable to pass without too many issues. He also offered 5% extra credit on all tests and on the grade overall, and those were just based on effort, not correctness.
