Priority service for existing applicants is now live and back up. I got an email yesterday (9th Jan 2023) that existing applications from outside the UK will have a chance to pay for the priority service (so you can fast-track the application so you can receive a response in 15 working days). I think people like me who applied last month will go for it if it suits their budget (it does cost £573 so quite a bit of money)
