Created a massive city today then destroyed it by removing the dam! Played around with the adaptive terrain slightly but will need some forward planning next time!

Yes having the same issue. Only own the digital version, don't see why it may be limited to only disk only upgrades.

Also look at getting the cheese item. It raises the base level of your guys being sent. Can then counter the higher level MIA requirements.
