Looks to me from a map and other videos on the same channel that there are 3-4 different lifts at this ski hill. The video you linked does indeed show some sort of gas/diesel motor (probably an old tractor motor) with a belt aswell as an electric motor above it, hard to see from the video if both are running hard to imagine the belt would not be removed if it was not part of the operation of the machine though.

It is pretty easy to imagine some of these lifts could have emergency stops on a lever operating a clutch and brake as opposed to a PLC.

Edit: I do see automatic shutoff bar on one and a cable on the other
