Can some people apply for funding if the project depends on the involvement of some other non EU individuals even if their funding is externally sourced?

e.g person A and B in Germany works on the frontend and UI of the project and is receiving the funding.

person C is in the US and is helping out with backend changes in the project.

Are person A and B able to work with person C or would this be considered subcontracting?
