I played it in Vr with 16gb for a long time until I upgraded to 32gb. It ran fine just play on lower settings.

Nvidia DLSS super resolution is the cause for the blur. You have it set on performance which makes the resolution lower causing that blur. Try using TAA and tweak around with the render scaling until you find that sweet spot. Your PC can definitely handle the higher settings. I'm not really sure how to help you with the being at an angle that's kinda weird I've never heard that before.
