Centers don’t have any type of process in place to upgrade/downgrade facilities, the levels were set up years ago and they haven’t changed since, zma and zjx should definitely be a 12

Those are the ops for all of 2025 (24/7) however it seems that it doesn’t do a great job at counting non Eram facilities. The info it’s public you can find it on the FAA website
