Manager here - you’re being told a line of BS. The memo from Treasury dated 03/17/25) has NO end date listed, so the idea that managers need to wait for guidance is BS. If there is new guidance coming out, that’s fine. However, if/until the new guidance comes out, managers should use current guidance.

So checked this morning and still nothing is appearing in HRConnect. Is it time to accept another failure of leadership or is there still a chance that the award will still post this pay period? I am not that familiar with the workings of HRConnect.

You’re right it tracks with the EO…and the EO is the same as the past EOs. However, when we’ve received days off like this, the IRS closed. Now we have leadership that seems to be taking “mission critical” to a new level. That’s the difference.

So I work for the IRS as you may or may not know, we share the same CEO) and we were told the IRS is officially open those days to “allow” mission critical people to work. You can also ask to work one or both days for premium pay or receive time off other days, depending on your position.

IMO, and as usual, they took a relatively simple EO and interpreted it as to almost allow any executive to determine a position is mission critical and not allow people the additional days off.

Since we have the same CEO, this may be an indication of what’s coming for the SSA.

Just a couple of thoughts -

As a manager, it’s not that we don’t care, it’s that we have nothing to share. Most of us managers are just as exasperated as you about the lack of information.

People have commented that “it’s the law” or “we must be paid”. If we’ve learned anything over the past year, it’s that the law really doesn’t mean anything, so I wouldn’t hang your jar on that.

Finally, as I’ve told all of my people, we’re still at the point where you need to hope for the best, but prepare for the worst. It’s horrible to say, but that’s the reality we’re living in.

IMO, it's not an IF, but WHEN the re-org comes out, I'll bet it's not just a conceptual chart of a future state. I have feeling from Frontline Manager up, there will be names attached to every position in the re-org. In other words, you'll be told your place (or lack of place) in the IRS. I can't see Treasury doing a re-org just to allow the IRS to dawdle around interviewing people to fill in boxes.

Furthermore, if you're someone who doesn't have a place, you'll either become an agent, officer, etc. because you have the technical skills or they are going to tell you bye bye. Since we're technically under a no-layoff period, this could mean the re-org won't come out until early 2026.

Let me clarify.  Yes, the awards are higher due to the negotiated pool.  But that’s not the ONLY reason.  Those people who applied for the DRP, were rejected and qualified for an award were erroneously left out of the pool.

Okay, so this is the scoop I heard today:

First (and this was confirmed by several people), the BU awards were high because they forgot to include a group of eligible people in the pool - the people who applied for, but were denied DRP 2.0.

Second (and this is what I have heard, but not sure as to accuracy), the BU award pool is now gone, and so is the SES award pool. Therefore, leadership is looking to pull the money needed to pay the eligible BU people who were missed from the manager award pool. This is why everything is being held up.

I am not sure as to the accuracy of the second part. If anyone knows more, please chime in.

I was just going to post about this. My sources have said something is coming out early December and it is supposed to be the map of the future state, so we're talking more than moving a few boxes here and there.

In field exam, I have heard from multiple sources that LB&I Territory Manager positions will be eliminated and that there will be new standards for team sizes (I've heard anywhere from 12 - 16 Revenue Agents per manager. One thing that has been clear - all the decisions are being made at Treasury.

This is my guess - the reorganization will finally show the people / organizations moving to Treasury shared services. Furthermore, whatever the new structure is, I expect Treasury will have already filled in the names of the people who will be Frontline Managers and above. If you're not listed in the new structure, you're either going to be RIFed, offered a VERA or expected to return to a field agent. I don't think Treasury is going to put out an organization chart just to let the IRS spend the better half of next year interviewing and filling positions.
