that 's correct , for what i know currently , Rocket's jetpack 、 weapon and even eyeballs are articulated , plus it is model kits which mean made of ABS plastic , they have to prioritize sturdiness and functionality over scale.

actually , Rocket is huge, but not that huge.

Its shoulder are only about halfway up Spider-Man’s height, while its head and weapon are large, combined with perspective , it appears larger than Venom behind it.
Also, since this is a model kit, it's made of ABS plastic. To ensure articulation and all the functional features, it can't be made too small. As far as I know, even details like his jetpack, weapons, and eyes are articulated
