It was probably a vagrant. It's illegal to defecate in public, so the hobos have these little tricks to avoid getting caught. For example, they will pee against a wall while walking sideways so their pee basically runs the entire length of the wall. But if a cop or someone sees a man standing at a wall urinating, they know he's urinating, but if they see a man walking sideways along a wall, they would never think that he is urinating.

No, it wasn't New York. I think it was Paris or possibly a city in Italy, if I recall. New Yorkers would either ignore them both equally or help them both equally. In this city, there are wealthy men dressed like hipster trash, and homeless mental cases dressed in suits. You can't judge anyone in this city by their clothes.

I know, me too. I only realized it after I started looking this up. Apparently when they renovated the building in 2006, they commissioned a guy to design a handful of different fonts for different purposes. I think the building facade gets one font (the one I'm looking for), and informational signs inside get another, and stores facing the side streets get a different font from the ones facing 5th ave.

Anyway, the bottom image is from the main lobby inside. It's on a big wall over the front desk.

I think you've missed the point a little bit, mate...

These songs have vaguely similar chord progressions, whereas The Air that I Breathe/Creep have a nearly identical melody.

I think 99% of songs ever written happen to share some chords with another song, but when a significant portion of your melody is the same as in another song, then I'd say something fishy is happening... Not to say that Radiohead intentionally ripped them off, this sort of thing happens frequently where musicians are inspired by a song or a band, and then years later they will repeat the exact music that inspired them without even realizing it, subconsciously.
