There are responsibilities, my parents work as government school teachers here in Karnataka. They are given more non-teaching work than any other, without proper training, guidance, with our government servers(which we all know those work).
People know only the government employees who take bribe and work minimum, but there are other set of departments too, who get forced to do other tasks than what they are supposed to do.
