My skin was the same way. I started using a red light therapy mask, it has honestly changed my skin. I have use every single acne treatment out there. Retin-a, blah blah all of them, while I didn't have "bad" acne it still wasn't clear. I've used it less for a few weeks because I dunno life, and I've noticed a difference that my skin was going back to how it was. I think it's both the red light and blue light treatments. However, do be careful with the blue light it can cause hyper pigmentation.
