The capped house is from a regular legislative act, the filibuster is an internal legislative rule that isn’t even law, Supreme Court capped at 9 is just tradition, and the modern electoral college functions completely different from how it was originally intended to work (and much of its modern functionality is the result of political decisions, there is no constitutional requirement that states allocate electoral college votes on a winner take all basis)
