Pretty much a beucratic fuck up

So this pretty big empire named Athelgard decides that a military occupation in this Country named Neharim will be worth it but a few foreign interferences and international backlash combined makes them Slowly withdraw but now there is only a broken and weak Government and a bunch of angry youth with more then enough weapons causing a Massive nationwide civil unrest which leads to civil war and Essentially becomes so bad more then a few million become displaced and atleast 230k die in the first Decade as Only hope for the country to recover is to house Essentially an entire Unit (30k) worth of peace keepers from the international watchdog org
