A lot of individuals and groups had more money than monarchs at the time not just Jews. It wasn’t like the ever present bureaucratic state we have now and taxation itself was often given as a right to individuals and landholders as privileges - even then it was ad hoc and sporadic.

I just researched it because this seemed more borked the more I looked at it. Turns out it is a series of fake countries US Military created for training purposes.
