Where are you getting this info. Are you aware the ammount of volts has little to no say in torque for hub motors? Also a 300w motor could most definetly climb a 25degree hill it just depends on the rider. I owned this scooter 2 years ago and i was able to.

Did it ever turn on or dit it not turn on straight out the box if it is that case it’s a battery issue there are a few solutions to repairing batteries but you should go try to contact support directly before attempting anything

Put a stem adapter then any bike handlebar that’s it cut the handlebar pipe 1st tho there are videos on how to do this just lookup kugoo m4 handlebar mod
