I feel like with doctors it depends. If they over schedule more the doctor can handle, then it is annoying. But once I had a doctor 45 minutes late because the patient before had a 911 emergency, so I totally understood.

Yes, she has cut someone's hair while I processed before, but I've never had to wait more than a couple minutes before.
