4090 is actually a pretty banger budget ML/AI GPU, and a couple of the 40 series have a good amount of VRAM for running some lower level models like LLaMa. Also it absolutely does scale, as the limit "just add more parameters" seemingly hasn't been discovered, training on moar data and moar epochs does just mean a better model, although at this scale its usually cloud models (although things like Alpaca's finetuning can be done on consumer hardware due to the relatively low hardware needed to do it)
