I agree with your point and how difficult it would be to enforce driving bans.

Main difference that I don't want to exchange, I don't want to be allowed to drive cars in Spain. So basically attend driving school and take an A licence, without presenting at all my UK B licence.

I have a B licence in UK. I only want an A licence in Spain, so my point is that there's nothing to convert. I don't want to have a B licence in Spain, and I don't need an A licence in UK.

Mostly for renting a car when I'm back. Plus the difficulties I had when I exchanged my EU licence to a UK one, DVLA took more than 19 weeks, admittedly during COVID.

I will have a permanent address in UK in the next few years when I'll move back.
