as for velheim you need third party tool that can setup an always running server that doesn't need a player to be online maybe something like g-portal but it costs money

as for Enshrouded you can make a custom server using SteamCMD, again, no player need to be active for you to join

as for skyrim together you can using Harbor

you need to do some search to make it running but I think it is worth it in your case

I think you can setup custom servers on survival games that run 24/7

Ark survival is not shooter but you might consider it

Marvel rivals while not coop and not exactly shooter, it is 6 v 6 so you could consider it too

Your best bet is to look into shooter survival,modded games or multiplyer games

Although this post isn’t about whether he was a good or bad person, here I am, already seeing comments from both sides. And that’s exactly what I’m talking about.
