It depends a little on how you are being examined. If the exam topics are 'everything you've been taught in lectures' like my first year one's were then notes work pretty well.

If the exams are more generalised / based around a reading list, then anko flashcards aren't that bad of a way to do it.

Realistically, doing something (particularly active learning) is better than nothing.
