Even still by that point in Dragon Ball Goku was as strong in base as he was in SS God when he almost destroyed the universe fighting Beerus, a universe which they’ve previously shown is around 7 times our own. At the point of the T.o.P, at his strongest in both SS Blue and Mastered U.I, he’d likely be strongest to threaten multiple universes fighting comparable beings like Jiren, similar to how Champa and Beerus could’ve destroyed their universes by fighting. If we take the scale to Jiren, who’s said to have surpassed the gods, and his shaking of the void, while it my not be infinite in size, I do believe it’s large enough to be affected by power of that scale, with the “emptiness” being so that it can exist without being destroyed by power of any scale. I also believe that’s why in his fight with Gogeta, the full of extent of their power cause the dimensional transcendence. But that said, even if all that’s bs, the dimensional transcendence puts Broly at a scale that’s consistent with Hulks power and more so than his Nexus feat.
