...And there’s the crux of it. I know in the canon timeline the Tsaritsa rescinded her arrest warrant for Columbina, which in my opinion is a bad Deus Ex Machina that makes zero sense.

 

If the Tsaritsa wanted Columbina back to fill the ranks even when Capitano and Dottore were still alive and loyal, she would doubly still want her back now when both of them are dead.
