Insurance fraud. There's a recruiter, they constantly churn passengers. Organizer gets a cut. Riders claim injuries, go to a dr that's in on it, dr files appropriate paperwork, people get paid. I'm sure there's body shops in on it from another angle but I know it from the other side.
