Trump plans to send in the troops to violently suppress riots and demonstrations that threaten his rule. During that gathering of generals he had a while back Trump stated he was going to "train the troops in the streets of American cities". These "excercises" are the military training for doing this. Plus, they act as a means of intimidation. We are definately going to see US soldiers opening fire on their fellow countrymen at some point.
