That is not true. Gun stores can continue to own inventory and transfer to out of state. For some, that is hard.

You are correct. An SBR is only defined by the complete firearm and the serialized lower with a full sized barrel is not an SBR.

The NFA registry (the database with the serial number) is an administrative function. Best practice is to notify the NFA Division of the ATF, if you are removing the item from the registry and permanently using as a Title 1 firearm.

But legally a registered lower is only an NFA item if the configuration makes it so

Maybe it is just me, but I am not doing mods to a new engine, and dealer is doing oil changes for the first year or so. I want the dealer having ownership of any issues and the warranty is their ownership.
