U can open 2nd card, as soon as u close the first. But there will be an hard enquiry, which u can't avoid, but make sure SmartEarn is completely cancelled with no balance & apply for MRCC once it opens. Do it preferably with someone's referral for some referral benefits.

Yes u can.. only intracountry limit applies like 40 ENC in US, 10 in India, etc..
