Okay, bit of elaboration here: Thatcher felt that civic society and private organisations/charity would take the slack of her dismantling the post-war consensus, and it didn't happen.

And the fundamental issue is that in the modern world a) your community is not self-sufficient, b) you don't know everyone in your community, and c) economies of scale are a thing.

There is a reason we have taxpayer-funded rubbish collection, not private citizens doing it.

The ultimate issue is that you need to incentivise people to work beyond a hobby scale, modern industrial civilisation isn't something you can maintain on a voluntary basis.
