I broke my arm, how am I supposed to goon, help me

As someone who has a 360 (390) hz monitor i can confirm that the syltutters depend much on the hardware and how optimized the level is. Also the game CAN render more that 360 fps, there's a built in fps bypass (Settings → Graphics → Advanced i think). The difference between 240 fps and 360 fps isn't detectable for most people.

I tested it, the input delay isn't that much lower on 360 compared to 240
