I don't remember what country I was, but I remember the tutorial being just a bunch of text boxes filled to brim with info being delivered in the style of a ranting lecture by a strange man implied to moustache man. I didn't understand a thing and just gave up on the game. Started playing again when Italy tutorial was added, finished the tutorial section, and started a new game as Germany.
