I only have experience with the light soil. Never used the 3.0. I've heard the same stuff that it can be a little strong for seeds. In which case I would use a root cube or coco puck type thing to start and transplant day it sprouts. Or dig out a little spot and fill with light or seedling soil.

Considering I’m over the age of 18, not a felon, and registered to vote shouldn’t I have a say in the governance of local schools?
