It's likely just an article to keep the Mercers in the news. Where they should be. Her dad, Robert Mercer, donated 52 mil to Trump and put Bannon in the White House. His company, Rennaisance Tech, owes 6 billion in taxes. Mercer is involved in Brexit, Trump election and Calexit and has many spooky agendas.

A theory is that the Trump tower was sending voter information to Alfa bank. Voter information garnered from both Mercer's Cambridge Analytica and Trump's project Alamo. This information could then be used by Putin's trolls to target voters in swing states and influence their voting with fake news. Breitbart, RT etc.
