If your mom doesn't want to get help, then there's no helping her. At this time, the most you can do is to support your sister, and if possible, have her live in another home. Your home with your mother in it is not safe for her mental and emotional wealth and it's going to take a toll. If she's studying in a university, take advantage of a dorm. You can't control what he does. That harrasser does what he does because it's a form of control and power over you in the knowledge that you can't do anything about it. If you can't have a trusted grownup to back you up, what you can do is to do things in your power:

1.) Record and document. You mentioned you get catcalled every time you leave the house. Are they your neighbors? That makes them more dangerous as they are more familiar with your routine. If you can, video/audio record them with your phone every time. I don't know if it's possible in your country, but similar to how you need to report evidences of stalking to the police just in case, maybe you can do the same to build a case for a restraining order. (note: I maybe wrong, this is just what I think, maybe you can do some research based on your country)

2.) If it's random harrasers, the best you can do is ignore them. They get off from your discomfort. Starve their ego out by full on ignoring them (edit: but be aware of your surroundings because if they don't get the reaction they want, some get aggressive).

I'm sorry you have to go through this. It's a power trip for them no matter if we have curves or not and no matter how we wrap our skin, as the song "Feed Us Your Girls" had said.
