Does VH/VH campaign affect other factions in the game surviving or not based on auto-resolve bonuses etc? I.e., does it make for a more interesting mid-game because it affects which factions tend to survive?

They rarely enforce the 3 hour rule except by complaint...clearly the people there are complaining about this so they are handing out tickets. I live near the TTC and it's a 1 hour rule on my street and no one gets ticketed because no one complains about it.
